How to Apply for a PAGCOR License in the Philippines

The Philippine Amusement and Gaming Corporation regulates and supervises gaming operations in the Philippines. Any person or corporation intending to legally operate gaming-related activities must first secure the proper authority, permit, or license from PAGCOR before commencing operations.

1. Determine the Type of PAGCOR License Needed

The first step is identifying the specific gaming activity to be conducted, because PAGCOR issues different licenses depending on the nature of the business. These may include:

- Electronic gaming operations

- Gaming venue operation

- Service provider accreditation

- Gaming equipment supply

- Online gaming support services

The requirements vary depending on whether the applicant intends to operate directly, provide support services, or supply gaming-related equipment.

2. Register a Philippine Business Entity

Before applying, the applicant must establish a legal entity in the Philippines through the Securities and Exchange Commission if a corporation is involved, or through the Department of Trade and Industry for sole proprietorships.

Basic corporate documents usually include:

- Certificate of Registration

- Articles of Incorporation

- By-Laws

- General Information Sheet

- Board Resolution authorizing the application

3. Prepare Documentary Requirements

PAGCOR commonly requires submission of:

- Corporate registration documents

- Tax identification records from the Bureau of Internal Revenue

- Audited financial statements or proof of capitalization

- List of directors, officers, and shareholders

- Police or NBI clearances of principal officers

- Business plan and operational proposal

- Office address and lease documents

Additional requirements may be imposed depending on the classification of license sought.

4. Submit Application to PAGCOR

The application is filed with PAGCOR’s licensing department together with the required forms and supporting documents. PAGCOR will conduct evaluation, background checking, and compliance review.

Applicants must ensure that all submissions are complete because deficiencies may delay processing.

5. Undergo Financial and Compliance Review

PAGCOR evaluates:

- Financial capacity

- Source of funds

- Corporate structure

- Compliance history

- Suitability of officers and investors

This stage may include clarificatory meetings or requests for additional documents.

6. Pay Regulatory and Licensing Fees

Once approved in principle, the applicant must pay the corresponding processing fees, licensing fees, and other regulatory charges imposed by PAGCOR.

The amount depends on the type and scale of operation.

7. Secure Final Authority Before Operations

No gaming activity may begin until PAGCOR issues the formal license, permit, or accreditation.

Operating without proper authority may expose the entity to closure, penalties, and possible criminal liability.
